The Federal Housing Finance Agency (FHFA) Tuesday afternoon released a 37-page "talking paper" on changing GSE servicing fees, while noting that Ginnie Mae compensation – for now – will not be part of the discussion.

“Because Ginnie Mae differs from the Enterprises in its model, powers and limitations, any change to servicing compensation or to servicer risk exposure” would have to be examined by the Ginnie Mae, which is part of the Department of Housing and Urban Development (HUD).
