Japan Rating and Investment Information has recently hired Manabu Watanabe as a senior analyst in its structured finance rating department. Previously, he was at Warburg Dillon Read and the Japan Structured Finance Institute of the Ministry of International Trade and Industry (MITI). He will focus on transactions backed by consumer and MITI Law assets.

Chase Securities and Daewoo Securities are co-sponsoring a conference on "Securitisation in Korea," which will focus on the emerging domestic ABS market. The conference will be held on Thursday, September 30 at the Hotel Inter-Continental in Seoul. A recently reported gambling revenue-backed deal from the Philippines is still being considered, but no mandate has yet been awarded. Bear Stearns, Lehman Brothers and Credit Suisse First Boston are thought to be interested in arranging the transaction, which aims to raise between $300 million and $500 million for the Philippine government (ASRI, 9/6/99, p.2)

Bankers in Eastern Europe recently suggested that the Czech Republic government may soon invite bids from banks keen to arrange a securitization of billions of crowns worth of non-performing loans owned by the soon-to-be-privatized Komercni Banka. The government is considering transferring the loans from Komercni to the state factoring bank Konsolidacni Banka ahead of the privatization and then pursuing the NPL-backed deal.
