SIFMA Hires for its Legal and Advocacy Team

The Securities Industry and Financial Markets Association (SIFMA) hired Carter McDowell as managing director and associate general counsel. 

McDowell was formerly at SIFMA from the American Bankers Association (ABA).

In his new role, McDowell will report to Ira Hammerman, SIFMA general counsel and senior managing director, as part of the larger global public policy and advocacy team. McDowell will start at SIFMA on Oct. 12.

As the chief legislative counsel of ABA, McDowell focused on advising the government relations staff on the legal issues associated with federal legislation impacting the banking and financial services industry.  He was also general counsel of the ABA’s international affiliate, the Bankers Association for Finance and Trade

Before joining the ABA, McDowell was chief counsel of the U.S. House Financial Services Committee from 2001 to 2007. 

Before joining the Financial Services Committee, McDowell worked for Banc One Corp. in a number of positions such as Washington representative, chief compliance officer for the non-bank subsidiaries and affiliates of the holding company and manager within the legal department.  Prior to Banc One, McDowell worked in the financial services group of Goodwin Procter in Boston.

“Carter will make an excellent addition to our team,”  Hammerman said.  “He brings to the table the perfect mix of private sector, Congressional, trade association and bank regulatory experience, all of which will be crucial as we work to reform and strengthen financial services regulation.”
