American Electric Power’s Appalachian Power Co. in West Virginia filed a registration statement with the US Securities Exchange Commission to issue a $382 million utility tariff rate relief bond.

The utility bond securitization will be structured with two tranches. Morgan Stanley and RBS Securities are lead underwriters on the deal dubbed Appalachian Consumer Rate Relief Funding LLC.

The West Virginia public service commission approved the final financing order on the securitization in September.
