Mr. DeSeve formerly served as Special Advisor to President Barack Obama for American Recovery and Reinvestment Act implementation. He reported directly to Vice President Joseph Biden as an Assistant and acted as a Senior Adviser to the Director of the Office of Management and Budget Peter Orszag. He previously was a senior Lecturer at the University of Pennsylvanias Fels Institute for Government and a Senior Fellow at the James MacGregor Burns Academy of Leadership at the University Of Maryland School Of Public Policy. At the University of Maryland, Mr. DeSeve was also a tenured professor and director of the Management, Finance and Leadership Program. In the private sector, Mr. DeSeve was most recently the CEO of Strategy and Solution Partners, a technology firm. He previously served as Senior Vice President of Affiliated Computer Services and Managing Director of Merrill Lynch Capital Markets. He established and led several consulting firms, including Public Financial Management Incorporated, which provides technical assistance to state and local governments. Mr. DeSeve also has held senior posts at all three levels of American government. At the federal level he was: Chief Financial Officer of the U.S. Department of Housing and Urban Development Controller of Executive Office of the President Office of Management and Budget (OMB) Deputy Director for Management at OMB His career began with the City of Philadelphia serving as first a junior budget analyst, then Budget Director, Deputy Director for Finance and later as Director of Finance. In the Commonwealth of Pennsylvania, he served as Special Assistant to the Governor. He is the author of, The Presidential Appointees Handbook (Brookings Press 2008) and is a frequent lecturer on government management. Mr. DeSeve holds a Master of Government Administration in Public Finance from the Wharton School of University of Pennsylvania, and a Bachelor of Science in Labor Economics from Cornell University.
