Theresia Trevino

Theresia Trevino is the Chief Financial Officer of the Riverside County Transportation Commission with responsibilities including financial, budget, procurement, investment, and debt management.� She manages the Measure A sales tax and toll revenue financing programs.� She has implemented a commercial paper program, executed interest rate swaps, and issued sales tax revenue bonds that include variable rate debt and Build America Bonds.� In July 2013, she financed the $1.3 billion 91 Project, which will extend the SR-91 Express Lanes into Riverside County, add a general purpose lane, and include other improvements.� The financing included toll revenue bonds, sales tax revenue bonds, a federal TIFIA loan, and other Measure A contributions.�Throughout her career, Theresia�s focus has been serving Southern California governmental entities.� She was the Accounting and Financial Reporting Department Manager at the Orange County Transportation Authority following her public accounting career�including 16 years with Ernst & Young where she led the development of the Southern California public sector practice.� Theresia is a magna cum laude graduate of Loyola Marymount University where she received a B.S. in Accounting; she also completed the UCR Executive Management Program.� She is a CPA, licensed in California.
